The crash happened at about 9:51 p.m. on October 11 near Lawrence Avenue East and Scarborough Golf Club Road, where an eastbound grey 2014 BMW collided with a westbound red 2017 Ford Escape that was turning left into a driveway.
The woman, a passenger in the Ford, died in hospital. Two men were also taken to hospital with serious injuries that police described as non-life-threatening.
Florin Mitea, 34, of Toronto was arrested on October 12 and charged with dangerous operation of a conveyance causing death, dangerous operation causing bodily harm, and obstructing a peace officer. He was scheduled to appear in court on Tuesday. Gabriel Mitea, 25, also of Toronto, was arrested the same day and charged with obstructing a peace officer, with a court date of December 23.
The charges are allegations that have not been tested in court. Toronto Police Traffic Services is continuing the investigation and is asking witnesses and anyone with dash-camera footage of the area to come forward.
