A coroner's inquest opening today in Toronto will examine the death of Semone Mandela-Dean, a 30-year-old woman who fell from the balcony of a highrise apartment in the High Park neighbourhood on February 12, 2023, while police were present at her unit.

The inquest, which is mandatory under Ontario's Coroners Act, is presided over by regional supervising coroner Dr. John Carlisle. A five-person jury will hear from roughly fourteen witnesses over about five days before it may issue recommendations aimed at preventing similar deaths.

Members of the public can watch the proceedings by video conference, following a pattern that has made Ontario inquests into deaths involving police contact closely watched public proceedings.

The inquest is an inquisitorial fact-finding process, not a trial: it cannot assign blame, but its recommendations often feed into police training, crisis-response practice and coroner policy across the province.

The hearing is expected to reconstruct the events of that February day in detail, including how officers responded and what happened in the moments before the fall.
