President Donald Trump has renewed his pledge to give every adult U.S. citizen a $5,000 payment if Republicans win control of both chambers of Congress in the November 3 midterm elections. In an October 3 post on X, Trump wrote that he would give 'all Adult Citizens in the United States of America, $5,000,' adding that he looked forward to 'signing those checks.'
Trump first unveiled the proposal, which he calls the 'Trump Dividend,' at the Republican National Committee's midterm convention in Dallas in September. He argues the payments would be affordable thanks to strong economic performance and tariff revenue — a claim that would put the total price tag at roughly $1.2 trillion based on about 240 million adult citizens.
The payment is not currently an approved federal program, and Trump has not provided a detailed mechanism for distributing the money. House Speaker Mike Johnson has previously indicated Congress would need to be involved, and questions remain about authorization, funding and fiscal impact.
The renewed pledge comes as both parties campaign hard for November 3, with control of the House and Senate at stake. Recent polls show Democrats leading the generic congressional ballot by 7 to 13 points across five major surveys, and analysts are openly discussing the prospect of a wave election.
